Larkspur residents can weigh in on proposed changes to the city’s accessory dwelling unit rules at a public hearing Wednesday, Nov. 4.
The Larkspur City Council meets at 6:30 p.m. at City Council Chambers, 400 Magnolia Ave., according to the meeting agenda. A closed session begins at 5:30 p.m.
The council will consider introducing Ordinance 1099, which would amend regulations for accessory dwelling units and junior accessory dwelling units. The changes respond to a state review of Larkspur’s rules, according to the city’s staff report.
The proposal would remove existing caps of two ADUs and four total dwellings to align with state law, replace subjective exterior-design language and clarify rental rules. It would also limit JADU owner-occupancy requirements to units that share bathroom facilities with the main residence.
The meeting also includes a staff update on winter storm and tidal flooding preparations for the 2026-27 season.
Sandbags and other agenda items
Free sandbag supplies are listed at two locations: Piper Park, 250 Doherty Drive in Larkspur, and College of Marin Parking Lot 2, 10 Maple Ave. in Kentfield, according to the city’s sandbags page.
Residents should bring their own shovel. Supplies are available while they last, and the city encourages residents to purchase sandbags from retailers in advance of storms.
The council will also consider amendments to the fee schedule for community rooms at the new Larkspur Library and hear a Community Development Department update on current projects and permit activity.
Residents can attend in person or via Zoom. Advance public comments may be submitted before 4 p.m. Wednesday by emailing [email protected] or using the city’s public-comment form.
