Mill Valley’s City Council will consider a resolution Monday, Nov. 2, declaring a local emergency for anticipated winter storms, king tides and El Niño conditions.

The emergency item is listed as New Business on the Nov. 2 council agenda. The meeting starts at 5:30 p.m. at City Hall, 26 Corte Madera Ave.

Gov. Gavin Newsom declared a statewide emergency Sept. 21 for the developing El Niño event, according to an official state-agency summary.

What forecasters expect

NOAA’s Climate Prediction Center said Oct. 8 there is a greater than 83% chance of strong-to-very-strong El Niño conditions through January–March 2027, according to its forecast discussion.

The season’s highest tides are predicted Nov. 24–26, Dec. 22–25 and Jan. 20–22, 2027 The Ark reported.

Steven Torrence, director of the county Office of Emergency Management, told the Belvedere-Tiburon Emergency Preparedness Council on Oct. 20 that actual tides have been running 6 inches to 1 foot higher than predictions, according to The Ark.

Other agenda items

The council’s consent calendar includes proposed spending and holiday parking changes:

An $80,000 budget adjustment would fund design development and professional services by the firm RHAA for the City Hall Frontage Project. City Hall, built in 1936, was listed on the National Register of Historic Places earlier this year. A plaque unveiling is scheduled for 5 p.m., before the meeting begins.

A resolution would suspend parking meter and kiosk payments from Friday, Nov. 27, through Thursday, Dec. 31, creating a free holiday parking period under Municipal Code Section 10.08.060.

Under New Business, the council will also consider a professional services agreement with BP Tennis LLC for Boyle Park tennis operations, maintenance and management.

The council will also consider an update to the Bicycle and Pedestrian Plan’s priority projects.
