Residents in Mill Valley, Corte Madera, Larkspur and Tiburon who pay property taxes online, check permit applications or access other county digital services will soon have a new person overseeing those systems.

Chief Information Officer Liza Massey retired July 31 after eight years leading Marin County's Department of Information Services and Technology, which operates on a $24.6 million annual budget with 95 employees.

The search is national.

Assistant IST Director Angie Goldman has stepped in as interim CIO, according to a county news release published Aug. 3. A permanent hire is expected by early October, Patch reported.

Massey joined the department in May 2018 and oversaw a push to expand online government services, strengthen cybersecurity, improve digital accessibility and ADA compliance, and boost internet connectivity in West Marin's rural areas. The department also established a long-range strategic technology plan and shared cybersecurity best practices with other jurisdictions.

The work earned national recognition. On July 15, the county's IST department took first place in the 2026 Digital Counties Survey at the National Association of Counties conference in New Orleans, in the population category of 250,000 to 499,999. It was the second time the department won that top honor under Massey's leadership. Recognized initiatives included deploying AI tools to process historical land records and building the MarinData enterprise data platform, according to the survey results published by GovTech.

County Executive Derek Johnson said in the Aug. 3 news release that the county benefited broadly from Massey's leadership, particularly during the COVID-19 pandemic when IST had to rapidly launch online services. "Communicating vital information about public health and business operations became an urgent priority almost overnight, and IST stepped up under pressure in a big way," Johnson said.

Before Marin, Massey's 39-year career in government IT included roles as CIO for Tennessee's Department of Human Services and IT leadership positions with the City and County of San Francisco, the City of Los Angeles and the City of Milpitas.

The county has not announced details about the search process beyond the early October target. Updates are expected at marincounty.gov.
